(C) In a July 28 meeting with Foreign Minister Bogollagama,
Ambassador followed up DCM's demarche to the MFA (ref a) and
again outlined USG opposition to Syria's re-election to
Middle East and South Asia (MESA) seat on the IAEA Board of
Governors. Ambassador noted that Sri Lanka had previously
held the MESA seat, the ongoing investigation of Syria's
violation of its IAEA Safeguards Agreement, and the multiple
terms that Syria has held the MESA seat. He urged that Sri
Lanka encourage Kazakhstan to declare its candidacy. The
Foreign Minister was receptive to Ambassador's arguments and
promised to follow up with the Director General in charge of
multilateral affairs within the MFA but did not commit to
support the Kazakh candidacy. He asked his staff to check to
see if Kazakhstan was part of the Asian Cooperation Dialogue
as that might provide a forum in which to urge the Kazakhs to
go forward with their candidacy.
