1. (U) On (December 8 EconOff informed Colombo Plan Secretariat of
the legislative restrictions for interest on external borrowing on
FY 2009 assessed contributions to international organizations and
assessed invoicing for FY 2009, per reftel request. Colombo Plan
Secretary General informed post via letter to that the Secretariat
does not/not have any interest costs from any external borrowing for
FY 2008/2009; all funds for the Secretariat's operations are from
membership and program activities fees and are funded solely from
voluntary contributions by member countries. The letter included a
copy of Colombo Plan's finalized accounts for October 2008. Both
documents were scanned and e-mailed to Cheryl Easley per reftel
instructions. Colombo Plan POC is Econoff Danae Busa.
