(C) We delivered reftel talking points to Anatole Urechean, Director
of the Multilateral Department at the Ministry of Foreign Affairs of
European Integration. Urechean expressed his appreciation for the
USG analysis, restated the Government of Moldova's disagreement with
Russia's recognition of the Georgian enclaves, and noted his concerns
about future Russian actions. Speaking of Moldova's secessionist
Transnistrian province, Urechean said that President Vladimir
Voronin was taking a "calculating but firm" approach with the
Russians, and insisting at every opportunity that the withdrawal of
Russian troops from Transnistria was a necessity for a settlement of
the problem.
