(C) We delivered reftel talking points to Anatole Urechean, Director
of the Multilateral Department at the Ministry of Foreign Affairs of
European Integration. Urechean stated that Moldova had no intention
to recognize Kosovo, but also planned to observe neutrality between
Serbia and Kosovo. He agreed that the International Court of Justice
(ICJ) was the wrong place to discuss Kosovo, and asked whether
Serbia's request to refer the lawfulness of Kosovo's declaration of
independence to the ICJ would be coming up for a vote at UNGA.
