(C) On July 10, the Ministry of Internal Affairs presented Embassy with the nomination of Valeriu Tudor Hincu for the position of Director of the Moldovan Center for Combating Trafficking in Persons (CCTIP). Pursuant to the dual bilateral Letter of Agreement between the USG and the GOM on Narcotics Control and Law Enforcement, the USG has agreed to do background checks on candidates for the position of director of the Center for Combating Trafficking in Persons before the appointment is made. ¶2. (2) The Ministry of Interior has proposed Valeriu Tudor Hincu, who was born July 4, 1970 in Orhei in Moldova. From 1970 until 1998 his family name was spelled Gincu. He studied History at the Moldova State University in Chisinau from 1987-1992, and from 1993-1995 was a Lt.-Col in a mobile police unit of Ministry of Interior forces. He has lived in Chisinau since 1995, serving from 1995 until the present as Deputy Director of Administration in the Ministry of State Security (MGB),which is now called the Service for Information and Security (SIS). ¶3. (C) Hincu is being nominated to replace Col. Petru Plop, who resigned (under duress)from his position in May. In the interim, Veaceslav Ceban has been serving as Acting Director, and is expected to remain on as Deputy Director. ¶4. (C) Post has no derogatory information about this individual, and only indirect knowledge of him. The Ministry of Interior has asked for a USG response by Tuesday, July 15, so that the appointment could be announced on Wednesday. Unless advised otherwise by the Department by OOB local time Tuesday, we plan to make no objection to the nomination. PERINA
