(C) We raised reftel talking points with Vitalie Ruso, head of the
Department for OSCE and International Security at the Ministry of
Foreign Affairs and European Integration. Mr. Ruso said that, given
sensitivities regarding ongoing talks about a Transnistrian
settlement, Moldova would prefer not to raise reftel issue (Russian
"mechanisms" to protect the rights of its citizens in Abkhazia and
South Ossetia) directly with Russia. However, he stated that Moldova
would be happy to discuss the issue with its GUAM and OSCE partners.
