Members of the Embassy Rabat and Consulate General Casablanca joint Visas Viper Committee met December 2, 2008. The meeting was chaired by DCM with CG, RAO, LEGATT, CONS, DHS, DAO, RSO, POL, ECON and PD in attendance. ¶2. The Visas Viper Committee approved the following cases submitted by Legatt. The following Moroccan nationals were arrested in early October 2008 in Spain for connections to terrorism according to Spanish press sources: BEN HESAIEN, Mohamed, Moroccan male, born 21 December 1976 in Tanger, Nat. Id. National ID #ES804742. DKIKAR, Fouad, Moroccan male, born 15 August 1977 in Old Slimane, National ID #C515864; FILALI, Mostafa, Moroccan male, born 28 December 1978 in Tanger, National ID #K321984; IDRISSI, Hachim Moulay Mhhamed, Moroccan male, born 22 December 1978 in Marrakech, National ID #E780947; LAAKEL, Abdelaziz Hemdanou, Moroccan male, born 5 January 1966 in Dr Khliech, National ID #K140507; TAGHROUTI, Bilal, also known as BEN MOUSSA, Bilal , Moroccan male, born 30 December 1980 in Tanger, National ID #K355365; TAGHROUTI, Moulay Driss Benmoussa, also known as BEN MOUSSA, Moulay Driss, Moroccan male, born 23 October 1951 in Douar Ifrane, National ID. #F1762; and TAGHROUTI, Youssef, also known as BEN MOUSSA, Youssef, Moroccan male, born 31 January 1985 in Tanger, National ID # ER803663; ¶3. Three additional names associated with the June 2008 arrest of 35 suspects referred to by the DGSN as the DENGHIR group are as follows: BEN SALEH, Mohammed, male, born 10 September 1978, in Tetouan, Morocco; CHGHID, Rachid, male, born in 1990, in Limozar, Morocco; and EL HLYMY, Abderrafik, male, born in 1980, in Douar Rounane, Morocco. ¶4. The Committee also approved the following submissions from RAO. These three Moroccans are believed to be associated with South African extremists tied with former al-Qa'ida in Iraq leader Abu Musa'ab al-Zarqawi in the 2004 time frame. One is likely still in Moroccan custody, while another is the subject of an arrest warrant. The status of the third is unclear. They are: JAAOUQ, Aberrahim, Moroccan male born in 1973 who has National ID # HA039255 and Moroccan passports IL731998 and M582869. Jaaouq was the subject of a Moroccan arrest warrant for presumed links to a pro-Abu Musa'ab al-Zarqawi organization in South Africa. MEKKA, Youssef, male born on 7 August 1972 in Safi, Morocco. He has held National ID # H0202475 and Moroccan passports K249381 and L328113. Mekka had been wanted in Morocco and was arrested upon his arrival in Morocco from Johannesburg, South Africa on 28 August ¶2008. SEKKOUTI, Abdelaziz also known as ABU SUHAIB, Abdelaziz. Abu Suhaib was born on 14 August 1966 in Meknes, Morocco. He has held National ID # D0316434 and Moroccan passport F180983 issued on 14 April, 1993 in Jakarta, Indonesia. ¶5.
