A) STATE 021770 ¶B. B) CARACAS 002390 ¶C. C) CARACAS 002203 ¶D. D) CARACAS 001948 Classified By: Political Counselor Robert Richard Downes for Reason 1.4 (b) and (d). (C) POLCOUNS met on March 5 with the Ministry of Foreign Affairs Director for North American and Multilateral Affairs, Yaneth Arocha and delivered the points in Reftel A and a copy of the March 3 UN Security Council Resolution 1803 that imposes greater sanctions on Iran in response to its failure to comply with its obligations in UN Security Council Resolutions 1737 and 1747. Arocha said the Venezuelan government could not respond until it had carefully reviewed the resolution. She also said she would submit the document to a team that works on multilateral issues. POLCOUNS noted the joint statement in Reftel A made by the Foreign Ministers of the five Permanent members of the Security Council, Russia, China, Great Britain, the United States, France as well as Germany promising to strengthen diplomatic efforts to work with Iran in a bid to resolve the remaining issues, as well as separate statements made by the Russian government. Arocha said the Venezuelan government would carefully consider the P5 1 Minister's statement as well as the Russian pronouncements. DUDDY
