Director Gerry McGuire told Polcouns on August 15 that his
government suggests we add Switzerland to the list of
countries we preview the proposal with, in addition to
Brazil, Russia and South Africa (para 2). Referring to the
fourth paragraph, McGuire commented that machine tools are
not controlled by MTCR unless specifically designed to
manufacture MTCR controlled-items.
