1. (SBU) We presented Ref A demarche and non-paper to
Valerie Grey, Director for Arms Control, and Peter Scott,
Director for Sanctions and Transnational Crime, Department of
Foreign Affairs and Trade, on March 25.
2. (C) Our GOA interlocutors welcomed the points and
non-paper. Grey assured us that Australia was committed to
robust implementation of the dual use provisions of UNSCR
1803 and confirmed the NSG dual use item list was
incorporated into Australia's export control system.
3. (C) Scott provided us with a copy of Australia's export
control list, which had been updated on March 13. The list
(Charter of the United (Sanctions - Iran)(Export Sanctioned
Goods) List Determination 2008),which had been compiled
partly based on the EU export control list, is available on
the website of Australia's Federal Register of Legislative
Instruments (www.frli.gov.au),along with other recent
legislative and regulatory changes designed to further define
and strengthen Australia's implementation of UN sanctions,
particularly related to Iran. (See also Ref C, which reports
on Australia's implementation of financial provisions of
UNSCR 1803, including associated legislative and regulatory
changes, that entered into force on March 24.)
