Stewart for Reasons 1.4(b) and (d). 1.(S/NF) On September 11, we met with Ashraf Mohsen, Deputy Assistant Foreign Minister for Counter Terrorism, and informed him of the anticipated release from prison of convicted terrorist financier Khalifa Muhammad Turki al-Subaiy. With respect to cooperation on travel restrictions and asset freezes, Mohsen said Egypt would endeavor to cooperate to the extent it was able, but urged that we provide additional details to Egypt on al-Subaiy and his activities. Mohsen suggested that any additional information be provided through intelligence liaison channels. 2.(SBU) Biographical Note on Mohsen: Mohsen told us he was recently designated the Ministry of Foreign Affairs' "Coordinator for Counter Terrorism." As such, Mohsen said he is a member of Foreign Minister Aboul Gheit's cabinet and reports directly to Aboul Gheit. Mohsen formerly reported to the MFA's Assistant Minister for Legal Affairs. Mohsen's new full title is Deputy Assistant Foreign Minister and Coordinator for Counter Terrorism. SCOBEY
