El-Shandawily told us May 18 that Egypt was "disappointed"
with the outcome of the April 28-May 9 Nuclear
Nonproliferation Treaty (NPT) PrepCom in Geneva because the
GOE believes the PrepCom did not make sufficient progress
toward implementing the 1995 NPT Review Conference (RevCon)
Resolution on the Middle East. El-Shandawily said that the
PrepCom resulted in "nothing constructive," and described the
dynamics as "negative," consisting of official statements
without discussion or dialogue. He said that in two weeks of
sessions, the PrepCom should have done more than issue
statements, and that there will be "too much pressure" on the
2009 PrepCom to make recommendations for the 2010 RevCon. We
responded that the U.S. saw the 2008 PrepCom as an
opportunity for countries to air their views, and that the
2009 PrepCom will work on recommendations more than a year
ahead of the 2010 RevCon.
2. (C) El-Shandawily said that in the wake of the PrepCom,
the GOE has concluded that implementing the Middle East
Resolution is not a priority for the P-5. He said that
during Egypt's meeting at the PrepCom with the P-5, "even
Russia and China were coming up with reasons not to implement
the Middle East Resolution." He said the P-5 did not even
"pay lip service" to discussing Israel's nuclear program or
implementing the Middle East Resolution. El-Shandawily said
that "this atmosphere" at the PrepCom has reinforced Egypt's
policy not to sign the IAEA Additional Protocol.
