¶1. (C) In a December 15 meeting with PolOff, the Director
for International Organizations in the Ministry of External
Relations, Ambassador Adolphe Nahayo, agreed that strong
managerial skills and competent leadership are essential for
the Direcor-General of UNESCO. He said Burundi would
consider refraining from supporting a specific DG candidate
during the upcoming AU Summit in January in favor of
evaluating a wider list of candidates prior to the May 31
deadline. Nahayo also said that, prior to the AU Summit, he
would discuss the matter further with Burundi's Minister of
Education, Saidi Kibeya, who collaborates more closely with
the UNESCO mission in Burundi.
