(U) Per reftel, post sent the Argentine MFA a diplomatic note requesting for GOA support for Pierre-Richard Prosper's candidacy for the UN Committee to Eliminate Racial Discrimination (CERD). Poloff followed up with Martin Romero, MFA Secretary in the International Organizations Directorate, who indicated that the GOA would be "favorably inclined" to vote for Ambassador Prosper, but the decision has to be made in consultation with the Human Rights Directorate. He explained that the GOA generally does not issue voting instructions to its Mission until a few days before the vote, and that he would inform post once a decision has been made. Post will followup with the MFA prior to the election. WAYNE
