(C) Ref talking points were delivered on August 28 to Mark
Horvath, Head of Section for Arms Control and
Non-Proliferation, GoH Ministry of Foreign Affairs. Horvath
had no immediate comment but appreciated the timely
notification of U.S. plans prior to the September 2 meeting
of NATO Legal Advisors. He plans to pass Ref talking points
and proposed Med-D SOFA EoL to the Department of
International Organizations and other relevant offices, who
will communicate with the Hungarian NATO mission prior to the
meeting.
