(C) EconOff delivered reftel demarche points on December 5 to
Anca Jurcan, Deputy Director at the Arms Control Division of
the Ministry of Foreign Affairs (MFA). Jurcan stated that
the Government of Romania (GOR) shares the U.S. proliferation
concerns with regard to Syria and is not ready to support
Syrian efforts to build a nuclear power facility at this
time. Jurcan raised Syria's unwillingness to provide a full
account of nuclear activities at Al Kibar to the IAEA as a
major factor informing the GOR's policy. Until Syria
accounts fully for prior activities and demonstrates a
commitment to nonproliferation, the GOR is not inclined to
provide nuclear technical assistance to the Syrian Government.
