1. (U) This message is in response to reftel request for
post-shipment check on license 050056831 concerning the
export of helicopter spare parts to Romania. Mission directed
the PM/DTCC inquiry to MOD Director General Dragos Ghercioiu
who confirmed in writing that Elbit Systems did receive the
nine-shipped AO 41266600M Front Panel items. As of 25
February, four of these were slotted for Multifunctional
Display and delivered to IAR Brasov in support of the MOD's
Puma upgrade program.
2. (U) FYI: Elbit Systems has an office in Bucharest; the
General Manager is former Romanian Minister of Defense
Constantin Ionescu. Elbit has a long-standing relationship
with the Romanian government to do upgrades for both
fixed-wing and rotary-wing aircraft. The avionic upgrades
for Romania's aging MiG-21 fleet were performed by Elbit, for
example. The IAR 330 (SOCAT) Pumas have also been undergoing
their own upgrades. A detailed profile of IAR Brasov can be
