(C) Poloff discussed reftel points with Rudi Brieven, Adviser
for UN Security Council issues in the Belgian MFA. Brieven
said Belgium would fully support the language of the French
UNSC resolution on Burma if it is presented in the UNSC. He
called the text & good,8 and said it should be used to
advance the humanitarian aid situation. Brieven called it
extraordinary if the UNSC is compelled to act based on a
government,s failure to respond to a humanitarian crisis.
Belgium,s only concern is that the resolution be presented
as responding solely to the humanitarian aid situation so as
to avoid accusations that the resolution is a means to
exploit political issues.
