(SBU) The Belgian MFA leadership believes the proposed FDLR
resolution will serve a useful purpose. That said, the
Belgians believe much further discussion is needed regarding
the appropriate vehicle for putting the idea forward, and for
determining when best to do so. Officers at the Belgian
Mission in New York have received instructions to work
closely on this issue with the US and, in particular, with
