(C) Poloff spoke February 12 with Thierry Vuylsteke, Adviser
for OSCE Issues in the Belgian MFA, regarding Serbia's plan
to invoke the OSCE's Berlin Mechanism after Kosovo declares
independence. Vuylsteke said Belgium was "unhappy with
Serbia's initiative" and against the plan to invoke the
Berlin Mechanism. He said Belgium's ambassador in Vienna was
part of an initiative to call for a special meeting of the
OSCE's Permanent Council to "get ahead of Serbia's plan" and
impede Serbian and Russian attempts to gain the support of
OSCE member states. Vulysteke said Belgium wanted to avoid
having any EU countries be part of the group of twelve OSCE
states needed to convoke an emergency session under the
mechanism, feeling it would deepen problems within the EU on
Kosovo.
