¶26. The MFA made no response at that time. Charge followed
up November 28 with MFA Chef du Cabinet Walter Stevens.
Stevens said USD 10 million would be a large contribution for
Belgium and that the Ministry was examining the U.S. request.
Stevens clearly understood the importance of the message,
but was not able to identify a Belgian position at this stage.
