Begin text of letter: November 7, 2008 His Excellency Barack Hussein Obama President-Elect United States of America Dear H.E. Obama I present heartfelt congratulations to you, your family, your Vice President-Elect, the Democratic party and through you, the People of the United States, on behalf of the Government and People of the Commonwealth of Dominica and on my own behalf, on your victory at the polls and on your ascension to the office of President of the United States of America. Your message of change, hope, and economic relief to the poor and working class, resonated throughout the United States and indeed through the international community in what has been dubbed the most effective campaign of the century. We in Dominica are gratified by your victory and the depth of your message of change.
