¶1. Per reftel instructions, demarches on the Maldive's resolution
on climate change and human rights were delivered to Foreign
Ministers by fax under cover of Diplomatic Notes (Antigua and
Barbuda #0170, Barbados #0171, Dominica #0172, St. Christopher and
Nevis #0173, St. Lucia #0174, St. Vincent and the Grenadines #0175)
on March 3, 2008. The original Diplomatic Notes were also mailed on
