¶1. Per reftel instructions, copies of the ATF eTrace MOU were
delivered to Foreign Ministers by fax under cover of Diplomatic
Notes (Antigua and Barbuda #0179, Barbados #0180, Dominica #0181,
St. Christopher and Nevis #0182, St. Lucia #0183, St. Vincent and
the Grenadines #0184) on March 4, 2008. The original Diplomatic
Notes were also mailed on this date. NAS will follow up by
contacting government individuals directly, and we will forward any
responses.
