1. (C) Deputy Chief of Mission delivered reftel points to
Director of the MFA Americas Office, Dusan Kristofik, on
March 4. Kristofik expressed complete agreement with the
message and appreciation for the timing of the demarche, as
MFA and Interior Ministry officials were scheduled to meet
that afternoon to prepare guidance for the Slovak delegation
to the COREPER. Kristofik emphasized how often the GOS has
pressed the same points with the European Commission, adding
that Slovakia expects the Commission to help candidates enter
the VWP, not to hamper them. "This is a bilateral issue, and
it will remain so," he added.
2. (C) According to Kristofik, the Slovene Presidency has
circulated a paper outlining a mandate for the Interior
Ministers' Troika meeting with Secretary Chertoff on March 13
and asked that the GOS (and all others) not take any
bilateral decisions prior to the meeting. Although the GOS
disagrees with the mandate, it feels it would have to
acquiesce in the unlikely event that the COREPER insists on a
vote on the mandate because it is in the minority. The
minority will insist, however, that the mandate be negotiated
to preserve the bilateral track and is coordinating its
position and tactics in advance of the March 6 meeting.
3. (C) If the Slovaks are not successful in the COREPER, they
plan to raise the issue to the Ministerial, and possibly Head
of State, level. FM Kubis and MOI Kalinak have set up a
working group to review the original MOU draft, the version
the Czechs signed, and the EU counter-draft. Kalinak
publicly has expressed his desire to sign a mutually
agreeable MOU text during a likely visit to the U.S. at the
end of April.
