Post submits the following project proposal received from the Slovak Office of the United Nations Office of Drugs and Crime (UNODC). -------------- Identifying Information -------------- ¶2. The Title of the project is: "Adopting and Introducing the UNODC Computer-Based Training to Combat Trafficking in Persons for Law Enforcement Personnel in the Slovak Republic." The duration of the project is 18 months. -------------- Abstract -------------- ¶4. While Slovakia has been working to eliminate TIP at the higher levels of government, a lack of funding for training purposes has handicapped the effort at the working level. This has led to problems with identifying victims, insufficient police positions allotted to TIP, fragmented data collection and very few prosecutions. The UNODC project proposes to tailor its Human Trafficking Basic Awareness Computer Training Demo to the local context. The Slovak-modified version of the Demo would be used to train law enforcement practitioners, including first-line officers, immigration police, prosecutors, judges, and NGO workers in the basic concepts of human trafficking. -------------- Problem Statement -------------- ¶5. According to Ministry of Interior statistical data only 11 cases of trafficking were investigated by police in 2007. Of these, only four led to convictions. According to the government, no foreign TIP victims in Slovakia were assisted because "none came forward" to request assistance. In addition, the number of identified and assisted victims (all Slovak) was low ("more than 10", according to the MOI). Thus, there exists a need to enhance the current level of knowledge, ability, and expertise available to Slovak law enforcement agencies in the area of human trafficking. Training more personnel will strengthen the country's criminal justice response to TIP. -------------- -------------- Project Goals, Objectives, and Implementation Plan -------------- -------------- ¶6. Project Goal: to increase the number of investigations and prosecutions of human traffickers by raising the basic level of understanding of TIP crimes among law enforcement practitioners. ¶7. The implementation plan is in three parts: ¶A. The UNODC Human Trafficking Basic Awareness Demo will be tailored to fit the legal, cultural and language norms of Slovakia. The plan will: select a project director; conduct an assessment of the types of concrete modifications needed to adapt the Demo to the local context; organize a series of roundtable meetings involving all relevant stakeholders; adapt and translate the Demo into Slovak on the basis of identified needs, and; subcontract with a company that has experience in multi-media learning programs to produce a modified Demo. Performance indicators will include the successful modification of the Demo, the completion of roundtable meetings, and the retention of a subcontractor. ¶B. The Demo will be delivered to the general law enforcement staff in Slovakia. This includes: identifying and training instructors; identifying and nominating training participants; organizing 5 training workshops for working-level law enforcement staff, and; interpreting training evaluation data and formulating conclusions. Performance indicators include the completion of 5 training workshops; the completion of training for 150 law enforcement personnel, and; completed training evaluations/conclusions. ¶C. The Demo will be integrated into the curricula of relevant training institutions. This includes the incorporation of the Demo into the Police Academy and the Judicial Academy training programs. Performance indicators will be the completion of consultations with the heads of the Police Academy and Judicial Academy, and the integration of the training materials into their curriculum. -------------- Organizational Capability -------------- ¶8. As the custodian of the Protocol to Prevent, Suppress, and Punish Trafficking in Persons, Especially Women and Children, the UNODC is especially qualified in both organizational ability and experience to address TIP in Slovakia. The UNODC National Project Director in Bratislava will be central to the success of the project, facilitating its day-to-day activities under the management and support of the UNODC Regional Project Office for South Eastern Europe. The UNODC Regional Project Coordinator will support the project's implementation as needed. The project will have the full backing of the UNODC office in Vienna, which will provide technical support and advice as needed. The project shall be executed through the UNDP office in Bratislava. ¶9. The local implementing partner of the project is the Government Council for Crime Prevention. The UNODC National Project Office will continue working in close cooperation with other government agencies, especially the Office of the National Coordinator to Combat Human Trafficking, the Police Presidium, the Ministry of Justice, and the Office of Border and Foreign Police. -------------- Appendices -------------- ¶10. Summary Budget in USD, the amount to be spent on: Personnel: USD 75,600 Fringe Benefits: 0 Travel: USD 4,000 Equipment: USD 4,500 Training: USD 22,000 Consultants/Contracts: USD 60,000 Other direct costs/meetings/maintenance/operations: USD 20,045 Indirect costs: USD 23,855 TOTAL: USD 210,000 ¶11. Line Item budget specifics: a. Personnel: monthly salary of National Project Officer (USD 4,200 monthly for 18 months) as per standard UNDP salary rate for this position. b. Fringe Benefits: does not apply c. Travel: In-country travel of the National Project Officer (USD 4,000). d. Equipment: Purchase of a laptop computer (USD 2,000) and a projector (USD 2,500) for execution of trainings. e. Training: 5 training workshops, reimbursement of in-country travel and accommodation for 15 participants per workshop (USD 90 per person). Refreshments will be USD 1,300 per workshop. Salary for 2 trainers will be USD 3,200/per trainer for 5 workshops. Printing of materials will be USD 1,000 per workshop. f. Consultations/Contracts: Consultant to assess concrete modifications to adapt Human Trafficking Demo will be USD 2,300 for 4 days salary plus international travel. Translation of the Demo will be USD 7,700. Subcontracting with a company with experience in inter-active multi-media learning programs will be USD 50,000. g. Other Direct Costs/Meetings/Operations/Maintenance: The rent of a National Project Office as per Internal Memorandum of the Director of the UNDP Bratislava Regional Center on Common Costs Services (USD 800/month for 18 months). Costs also include 2 consultative meetings with stakeholders. h. Indirect Costs: Project support costs as per new UNODC Management Instruction effective as of 1.1.2008. i. TOTAL: USD 210,000 ¶12. Resume: The National Project Officer (NPO) will carry out his or her duties under the direct supervision of the Regional Project Coordinator based in the UNODC Regional Project Office for South Eastern Europe. He/she will be responsible for the operational management of the project, including planning, initiating and managing project activities. The NPO will have appropriate qualifications and experience, including a university degree in social or political sciences, law, economics; excellent command of the English language; 5+ years of progressive experience in public or business administration; 5 years experience in law enforcement, criminal justice or justice administration; familiarity with project planning and implementation; practical work experience within the UN system or another international organization; previous work in the field of trafficking, and; Slovak language skills. -------------- Comment -------------- 13.) The UNODC proposal to assist law enforcement understanding and capabilities regarding anti-TIP, with the goal of increasing the number of investigations and prosecutions, is supported by post. The Slovak Republic, while making headway at the top of government by implementing laws and protocols regarding TIP, still needs assistance with basic training for on-the-ground personnel who deal with the issue daily.
