1. (C) Ambassador delivered reftel points to Minister of
Foreign Affairs Jan Kubis on November 28. Slovakia fully
supports incorporating sustainment into NATO's current Afghan
National ARMY (ANA) Trust Fund, according to Kubis.
2. (C) Kubis said Slovakia has provided material assistance
directly to the ANA in the past and is likely to provide
additional in-kind contributions. Kubis said he will ask the
Ministers of Defense, Finance and Interior to consider what
contributions they can make to the ANA. Kubis predicted that
donations from Slovakia will all be in-kind, and doubted that
a cash contribution to the Trust Fund would be forthcoming.
3. (SBU) Comment. Slovakia's last donation to the ANA was in
December 2007, and consisted of ammunition for small arms,
machine guns and artillery. Only a part of this 12.4 million
USD donation was shipped to Afghanistan as some of it was
deemed unnecessary. In April/May of 2007, Slovakia donated
19.4 million USD worth of small arms, ammunition and
artillery pieces. That donation was shipped to Afghanistan at
U.S. expense. End comment.
