1. (SBU) Econoff delivered reftel points to Drahomir Stos,
desk officer for Afghanistan, on May 19. Stos indicated that
the Slovak Government was reviewing its approach to the
conference, including possible contributions, and suggested
Embassy follow-up after May 22. Stos told Pol/Econ Chief on
May 23 that Minister Kubis, who will lead the Slovak
delegation, planned to announce a modest package of
development assistance, but that the government had not yet
agreed on its precise content. Per ref b, Stos stressed the
Slovak view that the conference should serve as a strategy
session, as well as a donors conference. One of Slovakia's
top priorities for the conference, Stos added, is to ensure
that Afghanistan takes responsibility for its commitments,
too
