(C) As noted Ref B, we encouraged the GOS to issue its own
statement (in addition to the EU statement) critical of the
Russian Presidential instruction on Abkhazia and South
Ossetia, and to raise the issue directly with Moscow. MFA
Director for the former Soviet Union and Balkans Stefan
Rozkopal was supportive, but was skeptical he could get it
through the GOS hierarchy. However, the MFA did indeed issue
a statement April 23 expressing its "concern over
developments in the conflict territories of Georgia... caused
by the decision of the Russian Federation to establish direct
contacts with the leadership of the separatist regions of
Abkhazia and South Ossetia." The statement noted Slovakia's
support for a peaceful settlement of the conflicts ...,
respecting the principles of sovereignty and territorial
integrity of individual states within internationally
recognized borders, including Georgia." FM Kubis, in both
his national capacity and as current Chairman of the the
Council of Europe's Committee of Ministers, called upon the
parties to refrain from any action that could cause
escalation of tension in the region and expressed his support
for a constructive dialogue towards a settlement of the
situation.
