(C) In the absence of MFA Political Director Roman Buzek,
Director for CIS and the Balkans Stefan Rozkopal told the DCM
April 21 in response to reftel demarche that he was pushing
internally for a separate GOS statement (beyond the EU
statement) critical of the Russian Presidential instruction
on Abkhazia and South Ossetia. The GOS fully supported the
EU statement and would have agreed to tougher language,
Rozkopal said, but he was not optimistic about the likelihood
of a bilateral statement. He agreed with the dangers posed
by the Russian instruction and would use our approach and
that of the Georgian Ambassador to make the case again, and
would propose that the GOS take up the matter with Moscow.
He commended the Georgian Ambassador's point that despite
further expected Russian provocations, the GOG would not
allow itself to take the bait and overreact. Rozkopal said
the Russians could not possibly justify the actions outlined
in the instruction and expressed interest in hearing from us
how the Russians react to the direct USG approach to Moscow.
