Per REFTEL A (as clarified by REF B),on September 24, 2008, Post
delivered diplomatic note number 387 (dated September 22, 2008) to
the Brazilian Ministry of External Relations' (MRE) Division of
Disarmament and Sensitive Technologies (DDS) with respect to
arrangements that proposed to apply International Atomic Energy
Agency (IAEA) safeguards to irradiated research reactor fuel of U.S.
origin to be returned to the U.S. Department of Energy Savannah
River Facility for disposition. The note requested the MRE to
confirm that the proposed arrangements are satisfactory. Post will
advise Washington on the response from the MRE.
