1. (C) Ministry of Trade Official Juan Guillermo Castro,
strictly protect, described the GOC's World Trade
Organization (WTO) environmental goods and services position
as once not settled and "in the middle" of the U.S. and
Brazilian proposals. Castro, who had just returned from
negotiations in Geneva, reported that the GOC is still
discussing its position internally among trade, environment
and customs officials, and continues to consider what would
be an appropriate list of products for Colombia. He added
that the GOC was ready and willing to discuss the issue with
the U.S. negotiating team in Geneva.
