1. (C) The Ambassador and Deputy Chief of Mission delivered
points to President Uribe and Foreign Minister Jaime Bermudez
on September 16, based on Ref C guidance. In response, Uribe
voiced concerns about regional tensions, but considered the
U.S. position logical. Per Bogota 3403, Charge d'Affaires
also delivered a strong message on September 11 to Minister
of Defense Juan Manuel Santos and Vice Minister of Foreign
Affairs Camilo Reyes, explaining that Bolivia's gesture would
have serious consequences.
