1. (C) The Ambassador delivered all points in reftel on June
18 to Foreign Minister Fernando Araujo. The Ambassador told
Araujo that the violent June 9 march--and the GOB's
reaction--showed the need for the international community to
remind the GOB of its international obligations. The
Ambassador said countries making up Bolivia's Group of
Friends could play an important role in this regard, and
urged Araujo to reach out to his Bolivian counterpart.
2. (C) Araujo said he had spent June 17 with Bolivian FM
David Choquehuanca in Lima. He said he understood our rights
under international law, and would raise the issue with
Choquehuanca. Araujo added that he would likely consult with
the Argentines and Brazilians prior to approaching Bolivia,
and promised to keep us informed of his conversations with
his Bolivian counterpart.
