On Thursday, April 17, Econoff delivered the reftel demarche
along with associated documents from the State/EEB website to
Trade Ministry Director Juan Guillermo Castro. Mr. Castro
said that his unit is familiar with the issue, but had not
yet developed a position. He reported that the Ministry is
spending the majority of its time working on issues related
to the EU trade talks as well as other bilateral
negotiations. However, he stated that the GOC was analyzing
the issue and would contact USTR officials directly if they
needed additional information or had arrived at a position.
