1. This cable includes an action request for Department.

2. On January 9, post delivered ref A letter for Foreign
Minister Araujo via diplomatic note with copy to Mines and
Energy Minister Hernan Martinez and MFA Director of
Multilateral Economic, Social and Environmental Affairs Maria
Andrea Alban Duran. Director Duran informed Econoff that the
GOC was still in the process of identifying a head of
delegation and accompanying delegation members.
3. Action Request: In follow up to ref B, post asks that
Department advise as soon as possible if the Department will
invite Minister Martinez to speak at the conference. Post
appreciates as much time as possible in order to advise the
Minister on the final status of his potential speaker role.
