In response to reftel Econoff initiated efforts with MilGroup Army Officer to confirm the purchase by the Colombian Military (COLMIL) of 111 compressor-turbine stators with the part number 3056531CL07 ("stators") from two U.S. vendors. Per reftel, the stators are parts for the PT6A-68C engine used in the Embraer EMB314 AL-X aircraft (aka "Super Tucano"). ¶2. On March 19, Econoff and MilGroup Army Officer met with COLMIL Master Sergeant Juan Carlos Lopez, Assistant Director of Supply Logistics for the Colombian Airforce. Lopez reviewed all COLMIL purchases since 1998 and determined that the COLMIL had not made any individual purchase of stators. Lopez noted that individual purchases of stators would only make sense if the COLMIL had the capacity to internally overhaul PT6A-68C engines. However, since the COLMIL does not have the capacity to internally overhaul PT6A-68C engines, such engines are typically sent out of country for overhauling. ¶3. Lopez said that the COLMIL was in the process of purchasing 25 Super Tucanos of which 19 had already been delivered with six more to be delivered in the next six weeks. Lopez said these Super Tucanos are being purchased from Embraer-Empresa Brasileira de Aeronautica of Brazil. Lopez confirmed that engines in the Super Tucanos have stators with the part number 3056531CL07. Accordingly, with the current information Post cannot confirm the particular purchase of 111 stators with part number 3056531CL07. Post recommends that the Department contact Foreign Intermediate Consignees Pratt and Whitney of Canada and Embraer-Empresa Brasileira de Aeronautica of Brazil to determine the disposition of said stators.
