1. (C) On January 11, Ambassador delivered reftel points on
resolving Kosovo's status to Foreign Minister Karabayev.
During a lengthy discussion, Karabayev said that the status
of Kosovo was a delicate and complicated question. Karabayev
noted that he had been impressed with Under Secretary Burns'
"compelling presentation" at the Madrid OSCE Ministerial on
the right of self-determination, but he was concerned about
the possible consequences particularly in the Commonwealth of
Independent States for other conflicts and territorial
disputes if Kosovo declared independence. Karabayev cited
Abkhazia, South Ossetia, Nagorno-Karabakh, Transnistria, and
the Basque region, as examples of situations in which the
precedent of independence of the territory could lead to
renewed "bloody" conflict. Karabayev said he hoped that
there could be further discussions on the final status for
Kosovo. Karabayev said that the government would take note
of our points, but in the end he expected that concern over
the precedent of independence for Kosovo would determine
Kyrgyzstan's position.
