(C) Poloff delivered the reftel message on February 14 to
Andreas Friedrich, Head of the MFA Arms Control and
Disarmament Section. Friedrich noted that "Switzerland's
space program" is its cooperation with the European Space
Agency. He said that the GOS has in the past and will in the
future submit its Annual Declaration (AD) on time.
Expressing appreciation for the goal of the USG demarche on
ADs, Friedrich commented that the GOS regrets that the USG is
not providing launch notifications under the HCOC framework.
