1. (SBU) Poloff discussed message in reftel A on December 1
with Daniel Klingele, Head of the Human Rights and
Humanitarian Law Section of the Federal Department of Foreign
Affairs (EDA). Klingele reported that FM Calmy-Rey would
travel to Oslo to sign the Convention on Cluster Munitions
(CCM) for Switzerland on December 3. Poloff noted the USG's
appreciation for the inclusion of Article 21 in the
Convention text, underlining that we especially appreciated
the GOS's helpful role in that regard in its capacity as
"Friend of the Chair" for interoperability during the Dublin
meeting (reftel B).


2. (C) Klingele reiterated that Switzerland views Article 21
as allowing for international military cooperation and
operations involving states that have signed the CCM and
those that have not. His comments indicated that the GOS
analysis of Article 21 has not been elaborated beyond this
basic premise. Klingele noted that the MOD, which has
cluster munitions in its inventory, is developing its CCM
implementation plan for presentation to the Swiss Parliament.
