1. (SBU) Poloff delivered the message in reftel to Lukas
Rosenkranz, Head of the OSCE Office within the Swiss Ministry
of Foreign Affairs (EDA),on December 1. The reftel talking
points largely were familiar to Rosenkranz, who noted that he
had heard the same issues raised by the USG through his
counterparts in Vienna. Rosenkranz asked about the U.S.
stance regarding the role of the OSCE in border security in
Afghanistan; poloff replied with reftel point on the subject.
2. (C) Rosenkranz expressed his pleasure that Secretary Rice
would attend the Ministerial this year, and noted that Swiss
Minister of Foreign Affairs, Micheline Calmy-Rey, would also
attend. He confided that Calmy-Rey's interest in OSCE
affairs is generally only slight.
3. (SBU) In response to reftel point noting that calls for a
possible OSCE Summit to discuss European security are
premature, Rosenkranz asked what USG opinion is concerning
waiting until possibly 2010 for a summit, when Kazakhstan
will assume the OSCE presidency. Rosenkranz commented that,
if an OSCE Summit were to take place in 2009, it would just
be the beginning of any security discussion. He did not
offer GOS opinion on reftel talking points but noted that he
would pass them on to Ambassador Christian Meuwly, Head of
the EDA's European Affairs Division.
