1. (S) Officers from Global Affairs and the Political
Section delivered reftel demarche to German MFA Export
Control Division Desk Officer Nancy Reck and MFA Iran Desk
Officer Deike Potzel respectively. Both expressed
appreciation for the reftel information.
2. (S) Potzel said that the draft EU Common Proposal to
implement UNSCR 1803 already includes language requiring
Member States to implement enhanced vigilance and should
"randomly" inspect cargoes of both IRISL and Iran Air and in
cases where there is reason to suspect illegal shipments.
Potzel said EU Member States continue to debate whether to
include the word "randomly" in the final text of the draft.
She further noted the EU Common Proposal can be characterized
as a compromise between EU Members who desire a "hard"
approach to Iran consistent with the original "3 1" proposal
versus those who prefer a softer "1 1" approach. Potzel said
the EU French Presidency hopes to push the Common Proposal
through before the summer break, but cautioned, even if this
were to succeed, actual implementation of the proposal into
EU code would not take place until September. Post will
report any substantive German response septel.
