1. (C) On June 26, Global Affairs officer delivered reftel
demarche to German MFA Export Control Division Desk Officer
Nancy Reck. Reck said Germany is planning to present three
papers on the following topics: Iranian procurement networks;
a case study on a five-axis laser machining center for the
Iranian missile program; and an update on North-Korean
merchant shipping. Reck added, Germany is in discussions
with Austria about presenting, possibly jointly, a fourth
paper (no further information available on the topic).
2. (S) At the MTCR Reinforced Point of Contact Meeting
(RPOC) in Paris last April, the U.S. delegation solicited
feedback from German officials concerning an export controls
case the U.S. is planning on presenting at the IE involving a
German firm. This case involves the German firm
ICS-Schneider Messtechnik and the export of environmental
test chambers to Iran in support of the Iranian missile
program. Reck emphasized Germany does not/not want the
firm's name to be mentioned at the IE. Moreover, the German
interagency is still undecided whether they are comfortable
with Germany being mentioned at the IE in relation to this
case. For the time being, Reck said, it would be acceptable
to simply refer to Germany as an MTCR partner country.
