(S) On May 8, Global Affairs officer delivered reftel talking
points to German MFA Export Control Division Desk Officer
Nancy Reck regarding a Chinese attempt to procure illicit
satellite components under the guise of the Galileo program.
Reck questioned whether or not the components are Wassenaar
listed and expressed bewilderment as to which specific
embargo would prohibit this procurement. Reck acknowledged
the suspicious nature of the Chinese using the Galileo name
in connection with this procurement and agreed to pass the
reftel information to the German interagency export control
working group for further investigation. Post will report
any substantive German response septel.
