(S) On April 21, Global Affairs officer delivered ref A information sheet to German MFA Export Control Division Desk Officer Wiebke Wacker. Wacker expressed appreciation for the ref A information and said this information will help clarify the identity of the Iranian end-user and which Iranian front company (or companies) might have been involved in the procurement efforts. ¶2. (S) Wacker stated that the German Customs Office of Criminal Investigation (Zollkriminalamt, or ZKA) has been conducting an investigation into Andreas Schneider of ICS-Schneider Messtechnik on the basis of USG-provided information. In connection with this, Wacker inquired about information concerning an Iranian who was detained at an undisclosed U.S. embassy (NFI). The Germans believe this Iranian has information linking Andreas Schneider with Iranian procurement agents and only offered the circumstantial evidence that ICS-Schneider dealings with Iranian procurement agents suddenly went "offline" when this individual was arrested. Wacker gave no further details other than to say that the Iranian in question had applied for a U.S. visa. She indicated that the inquiry came from the ZKA. Wacker expressed regret that she could not provide further information, but undertook to obtain additional details from the ZKA before submitting an "official" request for information.
