(S) Global Affairs officer delivered reftel demarche March 28
to MFA International Economic Policy Officer Claudia Schuett.
Schuett undertook to pass the request to the relevant German
ministries and agencies. Schuett expressed confidence that
the German interagency would be willing to share identifier
information, but suggested the USG could speed up the process
by submitting a more precise request based on specific gaps
in identifier information. Schuett explained that the
entities and individuals listed in UNSCR 1803 Annexes I and
III are also listed on the German Government's confidential
Early Warning List. As a result, obtaining
agreement/permission to release identifier information, while
certainly possible, would likely be a time-consuming process
given Germany's rigorous data protection laws. Schuett also
suggested it might be faster to request the information via
liaison channels.
