Conway for reasons 1.4 (b) and (d). ¶1. (C) Global Affairs officer delivered reftel demarche March 28 to German MFA Nuclear Suppliers Group (NSG) Desk Officer Joerg Polster. Polster noted that Germany had already implemented an outright prohibition on the transfer of NSG- or MTCR-listed items, materials, equipment, goods, technology, and related assistance to Iran, as required by EU Common Position 2007/140/CFSP, which was adopted in February ¶2007. Polster pointed out that, even before that, German export control authorities had put in place a de facto -- if not de jure -- ban on exports of dual-use goods and technical assistance to Iran. ¶2. (C) Polster noted that Germany, as incoming NSG President, plans to include UNSCR 1803 implementation on the agenda of the May NSG Consultative Group meeting. TIMKEN JR
