26 to German MFA Export Control Division Director Goetz
Lingenthal and Desk Officer Wiebke Wacker. Lingenthal
expressed appreciation for the U.S. decision to permit the
release of ref C nonpaper to the Berlin Administrative Court.
Wacker agreed, stating "This information is exactly what we
were hoping for." Lingenthal and Wacker reported that the
court case is still ongoing and expressed optimism that the
nonpaper's release would result in a favorable outcome for
the German Government. Both agreed that the nonpaper would
only be used in Berlin Administrative Court proceedings
regarding German Government action in this case.
