(S) On March 25, Global Affairs officer delivered reftel
nonpaper to German MFA Export Control Division Desk Officer
Wiebke Wacker. Wacker expressed appreciation for the names
of possible UAE intermediaries listed in the reftel nonpaper
and stated that this is exactly the kind of information the
German Federal Office of Economics and Export Controls (BAFA)
was looking for. Wacker added that BAFA will likely proceed
by confronting Rohde & Schwarz with this new information.
When asked how BAFA would response if Rohde and Schwarz
claimed no knowledge of any of the intermediaries listed in
the nonpaper, Wacker stated, "We would then know that they
are lying and we would take the next appropriate course of
action."
