Please see para 4. ¶2. (S) On February 15, Global Affairs officer delivered ref A demarche to German MFA Export Control Division Desk Officer Wiebke Wacker. Per ref B, Global Affairs officer requested that Wacker not pass the nonpaper to the German interagency export control working group until February 22. Wacker agreed to accommodate the request. ¶3. (S) Wacker expressed frustration that the ICS Schneider Messtechnik personnel identified in ref A have persisted in efforts to export an environmental test chamber to Iran. She also indicated there is confusion within the German interagency export control working group as to which Iranian company is the actual end user. She referenced Ref C nonpaper, in which Iranian companies Rakin Ltd, Saba Machinery Supply Company, Pooya Commercial and Engineering, and Shahid Bakeri Industrial Group (SBIG) are all mentioned as entities in the procurement process. Wacker asked if it would be possible to provide clarification on this point. Wacker noted that the German Government had been able to prevent exports of Schneider environmental chambers to Iran since 2005 because U.S. information has provided ample warning of the impending procurement. ¶4.
